Adding pressure is Puerto Rico’s high cost of living, which includes average monthly energy costs of $438.21 compared to $169.49 in the states; an unemployment rate of 12 percent compared to the mainland’s 5.5 percent; and a 41 percent poverty rate compared to the mainland’s 14.3 percent rate, according to the island’s Institute of Statistics.
